EASA IR, AMC and GM – what is the difference?

IR (Implementing Rules) are legally binding. AMC (Acceptable Means of Compliance) describe an accepted way to meet an IR; deviating requires an approved AltMoC. GM (Guidance Material) explains and illustrates but creates no requirements of its own.

Why it matters in a requirement checklist

Treating GM as binding inflates the requirement set and shifts focus away from actual obligations. Break each IR clause into atomic, verifiable sub-requirements, attach the applicable AMC as a reference, and use GM only for interpretation and training.
